River Spirit Folk (+1 Intelligence, +1 Dexterity)
Spirit Sight: You can see in dim light as if it were bright light, and in darkness as if it were dim light, and you can see into the ethereal plane, all within 30 feet of you. You can discern color in darkness.
Underwater Breathing: You can breathe underwater
Water Craving: You either need to be submerged in water daily, or drink twice as much water as you would otherwise have to.
Swim Speed: I have a swim speed of 30 feet.
Saves: Adv.
Class
Ritual Casting: You can cast bard spells as rituals.
Spellcasting Focus: Instrument
Bardic Inspiration: Bonus action, other creature within 60 ft gains a d6 inspiration die. Within 10 minutes, can be added to a roll after the roll is made (but before outcome). Can only have 1 die at a time, usable Charisma modifier times per long rest.
Jack of All Trades: You can add half your proficiency bonus, rounded down, to any ability check you make that doesn’t already include your proficiency bonus.
Song of Rest: If you or any friendly creatures who can hear your performance regain hit points at the end of the short rest by spending one or more Hit Dice, each of those creatures regains an extra 1d6 hit points. The extra hit points increase when you reach certain levels in this class: to 1d8 at 9th level, to 1d10 at 13th level, and to 1d12 at 17th level.
Expertise: Choose two of your skill proficiencies. Your proficiency bonus is doubled for any ability check you make that uses either of the chosen proficiencies.
Chilling Melody: I learn two necromancy cantrips of my choice from any class spell list. These counts as bard spells fro me, but don't count against the number of cantrips I know..
Pluck the Heartstrings: I gain the ability to use my Bardic Inspiration to pluck at the tethers of life within a creature. A creature with one of my Bardic Inspiration dice can expend it when dealing damage with a weapon attack, dealing additional necrotic damage equal to the die result. Additionally, when a living creature that has my Bardic Inspiration die is reduced to 0 hit points, it can expend that die as a reaction to be reduced to 1 hit point instead..
Font of Inspiration: You regain all of your expended uses of Bardic Inspiration when you finish a short or long rest.
